It's very simple. Go to your garden center and buy starter cubes. They are round flat objects that when soaked in water swell up to form a small planting pot.they containg a growing medium that you can place your seeds into. You will want to place 1 or 2 seeds in each pot and place them in a sunny window. If you have a cookie sheet place your containers on it and cover with plastic to form a green house. In about two weeks you will have small plants remove one of the plants leaving one plnt per pot. Once they get to buig to cover remove the plastic. you should start these about the middle of March and once they get to be about 3 to 4 inches high you will want to do what we call hardening off. put them outside in a sunny spot during the day providing the temtperatur is abouve freezing. Bring them in at night to keep from freezing. Once the there is little chance of freezing in the garden you can place pot and all in the ground.
