Ohms law in most simplest form states that for a given conductor at a constant temperature current and voltage are directly related.

ie V proportional to I.

To equate any terms we need a equality sign and in order to make it a equality relation we introduce a constant, resistance. It is an inherent property of the system that doesn't vary for given dimension and temperature.
