Why is Revelation accepted as fact when true prophecy can only be considered such after the prophesied events occur?

Because Christians believe that the book of Revelation was a sign from God to St. John the Baptist, a very highly respected member of Christianity, of what will happen when the end is nigh.

The basic definition of 'prophecy' is the telling of future events before they happen. No other book has some much of it with all that have occurred being 100% fulfilled.
Revelation is made clearer by the Book of Daniel and Matthew 24 where Christ told us of the coming events described sequentially in Revelation.
