Being "sworn to chastity" does not mean that she has decided to become a nun. She wouldn't be invited to parties and Romeo wouldn't still be chasing her if she had. No, she is playing the same game as Romeo is--she is the distant and cold woman for whom he is dying for love. He will no doubt call her a "cruel she" and claim that if she does not relent her cruelty will bring about his death. If she was at all interested in Romeo she would still play this game, and at some point relent in her vow of chastity. See what happens to the vow of chastity taken by the men in Love's Labour's Lost. See what Juliet has to say about lovers' vows: "At lovers' perjuries, they say, Jove laughs."
