If I remember correctly, Ross Lake (and nearby Diablo Lake) is so blue because of the glaciers slowly moving and grinding the rocks and minerals beneath it over time into a rock flour which is carried and deposited by the melting ice into the lake(s) and down river. The mineral that gives it the pretty blue color is called gneiss.
