In large part it is because of the former government of Russia. Under communist rule, which was actually socialism instead of communism, the government of Russia, or the U.S.S.R. spent more on it's military then anything else. The military was the primary concern, even when it left the people hungry. Also, Russia's climate is harsher then most of Europe.
