Ice does, but as far as I can recall I don't remember ever seeing blue snow during a blizzard/on the ground/or at night. Snow looks blue sometimes because of light reflection. "White" light is really made up of all the colors of the rainbow. We see colors because this light is reflected off the things around us. An object that appears red does so because it has absorbed all colors except red. So, the snow reflects more of the blue light from the Sun's white light. So sometimes the snow may appear to be blue.
