It doesn't count as a planet because it revolves around Earth, and therefore is a satillite of Earth, the planet. Satillites revolve around the planets, and the planets revolve around the sun.

The moon is actually not a planet. The moon is a natural satellite, in orbit around a planet.
Here is a quick list of every planet that have natural satellites and the number of named satellites.

Earth, 1

Mars, 2

Jupiter, 49

Saturn, 52

Uranus, 27

Neptune, 13

and are little dwarf planet Pluto, 3

The first criterion in the definition of planet is that it must orbit a sun or the remnant of a sun. While Titan does orbit our Sun, it does so indirectly.

Titan is under the direct gravitational control of its planet, Saturn, and not the Sun.

The reason Titan is not considered a planet is that it isn't the dominant object in the neighbourhood of its orbit around the Sun.

It is not large enough and does not orbit the Sun, it orbits Earth.

A planet orbits around the sun. A moon orbits around a planet.

"To be classified as a planet, an object has to go around the Sun, and if it also goes around something else, it must be significantly larger than that secondary object. When, as in the case of the Moon, the other object (the Earth) is much larger, the object is considered a satellite of the larger object, not a planet."
