Two reasons:
1) A nation's capital city is not just a place with government offices, it is a reflection of how that nation wishes to think of itself. Because of that, a capital city will often have what that nation views as its own best. Because Lincoln is almost unanimously viewed by historians as the nation's best president, it is no surprise that he would be a major feature of its capital.
2) The achievements, for which Lincoln is best remembered, were done in Washington; and monuments to a person are usually in the place most associated with that person.
