there are two different types of heater systems on the shogun/pajero models one type has turn dials the other is all electronic most people who have this problem have the electronic type the flap that allows hot or cold air through is run by an electric motor this motor siezes in the cold position thus only letting cold/less than luke warm air through

It uses a cable to change from heat to cold, it will start sticking and then eventually get stuck. Be careful not to break the switch, it costs around 400$ at the Mitsubishi dealership for them to do the repairs. You have to get in behind the dash and lubricate it, which can be very tricky.
