It isn't. Cacti can be grown in many climates, but most simply prefer the arid desert climes. They don't exist in other climates because other plants that are more suited to those climates choke them out by growing faster and blocking sunlight.

Clarification:

There are cactus species that grow in tropical rain forests, grasslands and other biomes. They are not restricted to deserts alone.
