this is all to do with absorbency and being porous for example:

if you take two identical landscapes but change one thing, in this case the underlying rock type. so in landscape one it is a igneous rock like granite, in land scape two it is a sedimentary rock like sandstone. if both areas receive the same amount of rain fall landscape one (with the granite) would have more water still on the surface than that of the sedimentary rock.

why?

well the igneous (granite) rock is formed under great pressure and heat and is therefore very tightly compacted together generally with crystal formations, with the sedimentary rock (sandstone) although again formed under great pressure has not had the heat added to it so is still very granular in structure (think of it as a sugar cube)

as the sedimentary rock is still granular is allows the water to pass through in between the grains of sand or "sediments" just like the idea of a sugar cube slowly dissolving in a cup of tea.
