why?
well the igneous (granite) rock is formed under great pressure and heat and is therefore very tightly compacted together generally with crystal formations, with the sedimentary rock (sandstone) although again formed under great pressure has not had the heat added to it so is still very granular in structure (think of it as a sugar cube)
as the sedimentary rock is still granular is allows the water to pass through in between the grains of sand or "sediments" just like the idea of a sugar cube slowly dissolving in a cup of tea.
