Because:
1) It could cause mayhem in the streets and people could get hurt
2) Now a days most beggars use the money they get to feed their smoking, drug, and/ or alcohol addictions
3) some do it for extra money (i mean, really? how hard is it to make a hobo suit?)
I personally think its unfair for these people to be arrested, but if their real beggars than at least in jail they have food water and shelter.
