It does not want to join. Just under half of the countries in Europe are not members of the organisation that is known as the European Union. A lot of them do not want to join. Belarus is one of those countries.

Another example is Belarus, a dictatorial European nation which is disliked by the European Union for its inhumane and corruptable government. However, almost every country (including Norway and Belarus) plan on joining the European Union in the years to come. By next year, Croatia will be a member (July 2013). Iceland, Turkey, and Montenegro are also in the midst of becoming a member soon while Serbia and Albania have just sent in their applications.
