This is a function of profit margins. There is little actual cost difference during production. It's more for profit than anything else.

As with many products it is generally cheaper to buy HP ink in bulk rather than individually. How much cheaper depends on the store the ink is bought at, the amount and the colour variations.
It is not hard to maintain them but in long run if you think about it let say if you have all the color separate and black, then it would be easier to just change the cartridge which is out to ink than buy new ones over and over in order to print color.
