The graphics of Borderlands appear different because although all the objects have 3d frameworks, all the textures applied to the frameworks are hand-drawn. This avoids the generic computer generated colors, and makes for much more interesting details. If you look closely, you'll notice hand drawn shading lines on many objects. This technique was also used in the Afro-Samurai video game. To my knowledge, it was first used for the animated film "The Iron Giant".
