Because on DS, the graphics are not as intense (gory images and scenes) and there may not be as much bad language but on PS3 the graphics are very gory and there is some bad language.
Most of the Nintendo DS games are rated T. It is not very likely that a New Call of Duty for the PS3 or Xbox 360 would be T rated
