When water is in a cold environment the particles tend to pack tightly and closely together. A way to understand is is if you are freezing cold your body will try to pack tightly together to receive warmth. So the answer to your question is the particles pack together to get warmth.

when we put water in the freezer, at first it is in liquid state. as we all know 'substances expand on heating and contract on cooling', the water molecules contract on cooling and turn into solid state from liquid state
