The whole idea is that they are the representatives of the people. That's why the U.S. is properly called a "representative republic."
When they vote, the people they represent should be able to see how they vote, so the people can take it into account when deciding whether they will vote for or against the congress person.
Of course, this means that the occasional congress person (like the few Democrats that voted for Civil Rights legislation) who makes a vote that they know is right, even though it will be unpopular with the folks back in their district, makes the vote knowing that it could get them sent home ("voted out").
