How do you stop someone from killing if you don't know who they are. The first rule that homicide detectives learn is that most victims knew their killers. And this makes sense. Most people do not kill without reason. Any investigation starts at what is called the 'inner circle' or those closest to the victim. When all in the 'inner circle' can be eliminated, then they expand the circle outward.
This is why serial murders are the hardest to solve. Stranger muder seems to be without motive or reason. There is reason but it is all the killer's reasons. Unfortunately, it usually takes multiple victims to establish patterns for police to figure out the 'who' of the equation.
When serial killers are never named and brought to trial it leaves questions which give birth to legend, as in the infamous Jack The Ripper murders of Victorian age London or the Zodiac killer of the 1960's and 1970's California. The way to take down this type of killer is exposure. They need to be brought into the light for all to see. And what most people are amazed at when they first get a glimpse of this type of killer is they can't believe how 'normal' they look. And it's true. They look very average usually. If they looked like what they were it would be much harder for them to find victims.

Honestly, I don't think of "win" as a right word, I know what you mean. I don't really think a shark and a killer whale would attack each other, but even though sometimes killer whales could be larger, the might have advantages, but sharks have better strength. I don't know much about this, but you should probably look up more information online...
