"Kangaeru" means courtroom judge in Japanese. It derives from the Japanese verb meaning "to consider" or "contemplate." If the origin has been traced to the California Gold Rush, could it not be that Japanese people in California mistreated by the legal system contemptuously dismissed the injustices with this term, which was then adopted by Americans? After all, this was the period of the Chinese Exclusion Laws in California and so on. Leaping Australian mammals probably never personally seen by Californians or Louisianans at that time seem unlikely as a source of the phrase.
