We don't know exactly, but there is a theory. A stroke happens when the brain isn't getting enough oxygen from the blood. If the patient's bp is so low it may be below a certain threshold that is needed to get blood and oxygen to parts of the brain causing more damage.
This is only a theory we haven't actually determined why yet. Stoke is rarer with low bp.
