I don't believe there is a problem defining what a law is, the problem is defining what the laws are. The challenge is defining what and whose laws should be created and enforced, as well as how rigorously.

Different countries, and different political or religious belief systems, have different concepts of what the laws are or what they should be. Since we really do not have universal agreement about anything here on planet Earth, there is no reason to expect universal agreement about the definition of what the laws are.
