Because there is a great demand to travel to the U.S., and most people are unable to show, to the satisfaction of USCIS, that they would return to their home county. The USCIS PRESUMES that all applicants DO NOT intend to return home, so the applicant has the burden of proof. Work visa are really only allowed if you are already highly educated (i.e. college graduate) which further limits the pool of eligible applicants.

A visa to travel to the U.S. is a privilege granted by the U.S. government to a foreigner, it is not a right. The government presumes ALL applicants have intent to immigrate to the U.S., so the applicant has to show that he is likely to return to their home country, to the satisfaction of the consular official. There is no appeal for a denial, no higher ups to contact, no courts to hear you case- they have ABSOLUTE discretion. Therefore, because of the presumption of Immigration, and because most of the people applying for visas are from poor countries (i.e. non Western Europe, Canada, Japan, Korea, Australia, and NZ) the denial rate is high. This is why citizens from the above mentioned countries are allowed to enter the U.S. without visas, because those countries have the same high standard of living- making it more likely than not that those visitors will return to their countries. All other applicants have a high hurdle.

The consular official will look to see if you have sufficient local ties to your home country. Owning property, family life, level of education, having bank accounts, a good job/income will be taken into consideration. For example, an Indian applicant that is illiterate, is unemployed, is single, owns no property, and has a large number of family members in the U.S. is likely to get denied a visa. But if you have an Indian that is highly educated, is married with children, has high income, owns various properties, a prestigious job, and has most of his family in India is likely to get approved.

The above discussion dealt with tourist visas, a work visa is not that difficult to get IF you are highly educated, skilled, and there is a demand for those skills (i.e. you have a willing employer). An investor visa is also easily available, as the government welcomes foreign investment to the local economy (requires an investment of $1 million USD- though in some economically depressed areas a visa will be granted based on a $500,000 USD investment.
