If there is no earth wire and you touch the shorted out appliance then the shortest route to neutralise the electric charge is through you, and you will be electrocuted. If an earth wire is present then the shortest route to neutralise the current will be through this wire, so you would not be electrocuted if you touched the shorted out appliance.
