The answer is actually very simple.During summer ,the snow and ice stored in the cold areas absorb all the heat energy of the hot sun beams of sun.They absorb so much of heat that surrounding areas also get cooled as meanwhile they also lose heat energy.Ice absorbs so much heat because of the great value of its latent heat of fusion or melting.This makes surrounding environment even more cool in summer.
