If someone has gone through the effort to make something nice, a family dinner for example, it could be considered rude, any other time in the modern world, it means little though it may be observed as rude by those who come from a time when the gesture of wearing a hat indoors was considered impolite. As with most actions a person takes they should be away how others may interpret those actions. Wearing a hat indoors is not at face value rude in 2010+ but the context in which you are wearing the hat indoors may in fact be rude.
