In the visible spectrum or the infrared? Either way, if your earth wire is glowing you have a problem. Your earth wire is not intended as a current carrying wire. If the wire is loaded to the point that it glows then your circuit/breaker is not wired correctly and the earth wire is being used as an unintended path and is a hazard. Earth wires are not sized properly to carry current.
If the wire used on the circuit is sized for 15 amps (usually 14 gauge) you run a very serious risk of fire.If the wire used on the circuit is sized for 25 amps (usually 10 gauge, good for 30 amps) there is no increased danger.Additional InformationIf you don't know if the wire is sized for 25 amps, DON'T DO IT!A 25 amp circuit would require 10 AWG wire. The purpose of a circuit breaker in a panel is to protect the wiring and devices like switches, outlets and other devices that are part of that circuit. It isn't unusual to plug in an appliance into a circuit whose amperage rating is less than the breaker protection. If such an appliance doesn't have its own over-current protection it may well "fry" in an over current situation. However, if your 40 Amp device is directly connect to the 70 A circuit and has no over-current protection on its own you are risking a serious problem. If the fuse is properly sized for the installation and the fuse holder is in good condition.... there is a short circuit, probably in the oven heater element or broiler element, where the element has gone bad. EXTREME CARE must be taken in replacement of the element or other troubleshooting that must be done..DEFER TO A QUALIFIED PERSON !!
