It's not.

Many countries use commas to separate large numbers into thousands, millions, billions, etc.

Many others use periods for the same purpose. Whichever happens to be the local minhag

in your shtetl may freely be used for large numbers regardless of what they represent, be it

money, descriptions of herds of sheep, stories about the traffic, or metric measurements.
