It's not true. You can use a dynamic ip address to use remote desktop! Problem with dynamic ip addresses is that it can be changed any time, and you will not able to connect to your PC. The best way is to use full computer name. It does not depend on ip address.
It is important for this computer to have a static IP Address so that you can connect to it whenever it is available to remote to. If it does not have a static IP Address, the IP Address will randomize every time the machine is rebooted.

It's beauty of DHCP servers that you don't need to worry about your IP settings. Nothing will happend to your ip address configuration. The default listening ports for Windows XP Remote Desktop are TCP port 3389 and UDP port 3389. Remote Desktop Protocol is available for several versions of Microsoft Windows as well as some alternate OS offerings.
Port 3389 is the only port you need to open. Windows will attempt to stream sound through User Datagram Protocol (UDP) first. If no port is available for UDP, sound will stream through a virtual channel in Remote Desktop Protocol, which uses port 3389. http://www.microsoft.com/windowsxp/using/mobility/rdfaq.mspx

A single IP address also has ports numbers (~60,000) that can be used for various functions. e.g. Web Server, FTP server, Email server, Remote Desktop etc. Unrestricted access would allow all the computing functions that you need on the one IP address.
