Yes.Its not okay to talk about a person in his/her absence.Its a bad habit.You should also not tell as secret between two people when there's a third person present.When the student is absent,why do you need to mention her?Mostly,the teacher's may ask about the student's character and stuffs.If you are a true friend or a good person you will tell her good qualities and possible reasons for her absence at the school and absence of some quality.Otherwise,if you cannot or do not know much about her- Zip your mouth and Shut Up.Its non of your business.Just keep doing your work.If you can talk good,do it.Otherwise keep silence!

Don't suspend him/her. Why would thay give a kid a day off of school? I say get a truicy officer and have him talk to him/her.
