It would not necessarily be racist, but it would certainly be considered as being in poor taste. In the minds of many, Caucasian people already have the advantages, and by helping those they see as advantaged, you are, in their mind, helping promote racism.

If you want to start such a scholarship, there would be several ways to go about it. One would be to simply seek out candidates yourself and pay their way. Another would be to choose some criteria that affects Caucasians more. Nobody would object to a scholarship for people who grew up in mobile homes. Yes, there would be other groups living there too who may might meet your other criteria, so if your criteria is not solely on race, it would be hard to consider the scholarship as racist.
