It is not so much the amperage that burns, it is the arc flash that is created by a short circuit fault. The flash happens so instantaneous that the circuit protection can not open the circuit fast enough. These arc flashes can lead to third degree burns on exposed skin. As to how dangerous fractional amperage's are review the following list keeping in mind, 1000 milliamps = 1 amp
