Submarines are designed to maintain positive surface buoyancy only so long as their Main Ballast Tanks (essentially large compartmented air tanks along the length of the boat, on both port and starboard sides). When the air is released and water is allowed to fill the tanks, the boat submerges. To surface again, compressed air is released into the MBT's, and the boat again regains positive buoyancy.

Surface vessels are designed to maintain positive buoyancy only, though they of course sink lower in the water or rise depending on the amount of weight they carry.
