When the sun and the moon are in line ( at night ), The tides are relatively higher. These tides can also be referred as spring tides. At night the moon's gravity pulls the closest surface of Earth. If that surface contains water ( which always does), the moon pulls it, causing a high tide.

Because the gravity from the moon pulls the water out to sea and the gravity from the moon is stronger when it is out above the water, I think.
