Why is it that villains keep on appearing on Power Rangers even though Zordon had said his good energy would destroy the forces of evil in the Space finale?

One opinion is because Power Rangers needs to have villains in order to continue to exist as a superhero team, another opinion is because Zordon's energy wave commonly referred to as the Z-Wave had only destroyed those villains that were a part of Dark Specter's United Alliance of Evil, another opinion is that the Z-Wave had only destroyed those villains that were actively attacking the universe and Earth at the time in "Countdown to Destruction" and another opinion is that other villains following the Z-Wave have been able to avoid the Z-Wave either because they were in another galaxy, they were sealed and were not seen as a threat or they were not born yet.
