No. Magician of Black Chaos is not banned under the March 2010 Forbidden/Limited Card List. It is in fact, unlimited, meaning that you can have up to three copies of this card in your Deck.The card you may be referring to is Dark Magician of Chaos, which is banned, however.
Dark Magician of Chaos and Magician of Faith both had this power, but they are currently both Banned. The only legal card I can think of off the top of my head would be Magical Stone Excavation. Also Z-One

It is true that while Dark Magician of Chaos is banned, Dedication through Light and Darkness is useless, but that's not reason to ban it. Why ban a card no one will use?
You are allowed to Flip Summon a Set monster taken with Change of Heart. Then since Magician of Faith is under your control, if it is flipped, it is you who chooses a Spell Card from your graveyard, and adds it to your hand.
Assuming the Magician of Faith was set a previous turn, then yes, that's legal. You can flip summon it in Main Phase 1, triggering its flip effect. This in no way stops it, or any other monster declaring an attack in the Battle Phase.
