The conditions in some of them are not great for living in. Some of the most northern parts of Europe are near the Arctic, so they are very cold. They are not good for supporting people, due to the climate and the quality of land, or just being mainly ice. There are also long periods of darkness during the winter months. They are not ideal for building towns and cities. So naturally they are sparsely populated.
