Clean the hutch more often. Scoop out soiled litter and any messes every day or two. Wash the cage entirely twice a year or more often, if necessary. By "if necessary," that means looking at the cage and deciding if it's gross and dirty and needs cleaning.
Brush the rabbit more often. Rabbits moult a few times a year, and then you have to brush it. If you have a long-haired rabbit, it may need daily brushing. If you don't brush the rabbit when it's moulting, it could ingest too much fur - like cats, rabbits lick themselves clean, so they can get furballs; however, unlike cats, rabbits can't vomit, so a big furball can be deadly. Also, the fur will get all over the place and make a mess of the hutch.
Ask yourself: is the hutch big enough? A rabbit needs room to hop and jump and stretch out. The hutch should include some toys or play structures, and a litter box. Using a litter box is a good way to keep the hutch clean. If the rabbit feels cramped, it won't groom itself properly, and you'll end up with matted fur (and a bored rabbit!).

There was dirt matted in his hair. The carpet was matted with mud. Usually describing something being squished and stuck into something else, usually referring to something wet, dirty, sticky, etc. such as dirt, mud, blood, you name it. Hope it helped :)

Does he have enough water? If so, then he is okay. For my rabbit I had to wipe his bottom every time he went number 2. ^^ Maybe give him more hay, it can help alot. My 2 bunnies sometimes have this problem. Putting them in a couple inches of warm water (No shampoo or soap)for a couple of minutes helps loosen the poo, it should come of easier after this. Usually works a treat for my bunnies (:

Yes they can, but you may have to take them out into the backyard for a run around once in a while so they are not stuck in a small cage. (Of course when you let them ou you watch them to make sure they're okay)

It depends if you want them on the grass or not. Hutches are only for outdoors and cages are for indoors. I've had my guinea pigs living on my deck in a cage for a while now, but soon I'm going to move them in a hutch onto the grass a there are too many flys around. make sure that the hutch has a small shelter where they can go as well as grass. Also make sure there is no mesh for the bottom as 1) their foot can get stuck and cause pain. 2) they won't be able to stand comfortably 3) They won't have a lot of access to grass. hope this helps. =]
