I should think they are mainly steel but coated with a protective layer of some other metal, to avoid making rusty marks on the papers. Maybe nickel plated, but I'm not sure. Why not ask a manufacturer?
Interestingly, staples have been around for a very long time! From 500BCE Iran onwards, large metal staples were used to hold stones together in construction. The basic home stapler and staples as we know them were thought up in 1877 by Henry Heyl (US Patent No. 195,603).

I have seen a few metal storage racks at Staples. I need something that can hold up a few hundred pounds. Does Staples sell anything that can carry that much weight?
