Fuses are designed to blow when an overload or short circuit condition exists on the circuit in which they are installed. This is a safety device intended to protecth the wire[s] from overheat damage, or causing a fire. The "fix" for fuses which blow repeatedly is to FIND THE FAULT in the circuit, REPAIR the fault, and ONLY THEN reinstall a new fuse, which should then NOT blow out.

I assume when you turn on the fan, nothing is blowing at you. If so, possibilities include fuse, switch, wiring, relay and blower motor .
is it the ignition fuze that is blowing?. either way, that means you have a broken wire somwhere that is grounding out and causing the application to draw more than the 30 amps the fuse is rated for. its a safety thing. anymore if u try and put a much larger fuse in, or bypass it completely, your car would burn down. Current overdraw creates a lot of heat...
