There are multiple reasons for that. The router you are trying to connect to might have MAC-filtering running, or your firewall does not have appropriate destination port open. Or you have wrong drivers and so on.
Some PS3 have wireless network adapter installed and only what you need is to connect to your existing wireless network. The Hard Drive with Windows Vista installed on it would not work in Windows 98 unless you reformatted it using the FAT32 File System, thus erasing all data. Windows Vista uses the NTFS file system, which is not supported by Windows 98.
