That is very unusual. If you mean the plumb-bob ( diamond above the head ) it means that the Sim is in a bad mood ( hungry, low social, low bladder, bad hygiene, ect. )
I hope this helped, and if it's your actual SIM that's glowing red, I have no idea what might be wrong ( except if you changed the skin colour to RED )
