This is actually very normal. Whether it is a boy or a girl, it is very normal for both. Once they hit that toddler age, they begin to get curious and they explore their bodies. They will be doing lots of touching and grabbing and that's normal too. You need to allow them to do so. If you don't, what will happen is when they get older, they will think it's a bad thing to touch themselves, and they will think sex is a bad thing and that their genitals are a bad area and that it is gross down there. And that is part of their self esteem as well. And it's not that they are aroused sexually, they really are just curious.
