There are a few reasons. The main reason is that people just don't understand it and it seems to good to be true. Like any industry there have been a lot of people burned by scams or by legit companies simply going out of business. Many people have no problem recomending products to people they know for free, but for some reason have a problem with it when they are getting paid for it. There are also a lot of people who sign up for a company and when they don't do anything or don't become rich overnight decide that it's not good.
They good news is that the perception of network marketing is changing. Wealth building gurus are touting it as the best way for the average person to build wealth. Professionals are embracing it as a great alternative to their high paying jobs with long hours. Business owners are seeing that there are many more benefits to network marketing than a "traditional" business. Business leaders are endorsing the industry as a whole and specific companies. It has really gotten to the point that those who still consider it "bad" just aren't paying attention to what's going on around them or are not willing to accept reality.
