Probably a sludge problem.
rocker arms can be tightened right down as their is a shoulder on the stud.
remove intake manifold and rocker covers. loosen nuts on rockers and remove pushrods. lifters should lift right out of their bores.
Rocker arms are set to a specific preload or backlash on v8 Chevies. There is no torque specification.
There is something not right with the engine.
First, open the hood to reveal the car's engine compartment. Then find the right fitting to adjust the rocker arms. Use the tool to adjust the rock arms to desired area.

Looking down on the engine, the EGR valve is to the right of the rocker cover, connected to the head.
Who said it won't ? It will fit right in there with NO problems
