There's a number of things that could be. Sounds like dominance especially since they are both female. This may seem kind of weird, but watch and see how they pee before they come in. Does the border collie relieve herself over the spot where your spaniel did? If so, the Border Collie just wants to be the alpha of the two. If not, it still doesn't rule out dominance. Watch and see if the BC just wants to be the first one inside the door. That also is dominance, but it's also a bit rude. You as the human should always be the first one to the door.
