because most of the time the oxygen in pressurized so if you puncture it the air will go out all at once and the speed of the air can hurt someone or something.

Above is correct- a full oxygen tank is typically at about 2000 lbs per sq inch pressure. Also, things that burn in air can explode in oxygen- it increases the speed of combustion greatly.
