Because we have no writting or first account evidence and very little physical evidence in general. The evidence we do have can be interpreted in different ways. An arrowhead is obvious in its use, but what about a worn down rock? was it used for smashing bones, breaking other rocks? we can only guess unless other supporting evidence is found.
The further we go back the less evidence there is. Pre-tool era man left very little trace of his existence and the numbers were very small.
