There is always a risk Especially in country's like the US where the foreskin is not readily understood that it was retracted immediately after the birth. this tears it from the glans and there is a chance that it has healed and fused. I sagest you consult a doctor. Avoid circumcision at all cost.

The foreskin is attached to the glans via the frenulum. this attachment is there to cause the foreskin to return the foreskin to a position where the glans are covered and protected.
